The State Key New Product Project, led by Ministry of Science and Technology and jointly held by Ministry of Environmental Protection, Ministry of Commerce and General Administration for Quality Supervision, Inspection and Quarantine, is a policy guide project to encourage enterprises to develop new products by themselves and promote the commercialization and industrialization of research findings. It is an important constituent part of the policy guide project of state science project system. This project aims to promote enterprises to be the main carriers of technology innovation and encourage enterprises to carry out original innovation, integrated innovation and re-innovation after digestive absorption; it also aims to improve industrial competitive strength and increased the ability of state self-innovation.

2010 State Key New Product Project mainly covers the new product that owns independent intellectual property, strong innovativeness, and high technical content and employed advanced domestic and international standards. The title of State Key New Product can only be accessible to the following products: completely new products employing new technology principles and new design, improved products employing new technology principles and new design and of great improvement compared with the original product on aspects of structure, material, process and so on that greatly improves the product performance or extend the function of use.
